JOB SUMMARY

This position is located in the D.C.
Department of Corrections (DOC), Education, Programs and Case Management Division (EPCM), Reentry Program Department.
The mission of the DOC is to ensure public safety for citizens of the District by providing an orderly, safe, secure, and humane environment for the confinement of pretrial detainees and sentenced inmates, while providing meaningful opportunities for community reintegration.
The Reentry Program Department implements operational procedures for the delivery of reentry programs and services, workforce development, career technical training, and linkages and referrals to other municipal partners, community-based organizations (CBO), and stakeholders for persons incarcerated in the custody of District of Columbia adult correctional facilities eligible for reentry.
This position serves as the Reentry Program Administrator responsible for developing and implementing strategic plans, planning, directing, implementing, evaluating, and coordinating all program activities in the men's and women's programs, reentry programs, Residential Substance Abuse Treatment Program (RSAT) and workforce development programs as well as providing oversight of The Resources to Empower and Develop You (READY) Center.
In this capacity, the incumbent collaborates with both local and federal partners to ensure reentry services are offered to residents of the DC DOC.

DUTIES AND RESPONSIBILITIES

Directs and oversees the day-to-day program operations and ensures work is planned and executed according to applicable policies, procedures, and guidelines.
Directs, oversees, plans, coordinates, and implements relevant reentry programs for residents in the custody of the DC DOC.
Develops new implementation strategies, develops strategic plans, and proposes new approaches to the management of the Reentry Program Department.
Reviews and prepares all departmental reports, analyzes, and resolves departmental problems.
Delivers presentations on program status, accomplishments, problems, and program objectives to the Deputy Director for EPCM for the DC DOC.
Ensures that structures, processes, and culture in the Reentry Program Department are set up for success and aligns associated programs with relevant federal and local laws.

Assesses, compiles, and reviews data in order to develop policies, procedures, and/or systems for establishing, operating, and assessing the effectiveness of programmatic and administrative control systems, such as those designed to achieve anti-deficiency requirements, streamline, and simplify regulatory schemes.
Develops long and short-range plans within approved and anticipated budget parameters, making programmatic changes as dictated by unanticipated budget variations.
Organizes and executes all aspects of service delivery for the Reentry Program Department.
Plans, directs, coordinates, and reviews the annual work plan for the Reentry Program Department; meets with staff to identify and resolve problems; assigns work activities, projects, and programs; oversees workflow; reviews and evaluates work products, methods, and procedures.

QUALIFICATIONS AND EDUCATION

Specialized Experience:
Managing day-to-day Program Operations.
Provding leadership and support for organizational development activies and initatives.
Managing, analying and collecting data from program areas, and establishing data-driven metrics to evaluate overal performance.
Knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.
To be credible, at least one (1) year of specialized at the next lower grade level and Managerial/Supervisory experience.

Collective Bargaining:
This position is not covered under a collective bargaining agreement.

Duration of Appointment:
At-will employment.
All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Essential Position Designation:
This position has been designated as Essential employee position under the provisions of District Personnel Manual, Chapter 12.

Position Designation:
The incumbent of this position will be subject to enhanced suitability screening pursuant to chapter 4 of the DC Personnel Regulations, Suitability-Safety Sensitive.

TB test will be required prior to entry on duty.

If the position you are applying for is the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
