CONSEILLER, CONSEILLÈRE EN GESTION ADMINISTRATIVE ET FINANCIÈRE POSTE RÉGULIER À TEMPS COMPLETNIVEAU PROFESSIONNELDIRECTION DE L'ADMINISTRATION ET FINANCES
Le titulaire participe au développement et assure la bonne gestion administrative et financière de la Ville. Il s'implique et fournit tout le soutien requis au bon encadrement de l'ensemble des ententes avec les organismes et les partenaires financiers et voie au respect des obligations, aux suivis des indicateurs et à la reddition de comptes. Il participe activement à la gestion et à l'utilisation judicieuse des fonds et s'implique dans la gestion et au suivi budgétaire du service. Le titulaire assume les principales responsabilités suivantes :
Conseiller et accompagner la direction dans la gestion financière et administrative de la Ville et préparer divers types de rapports financiers;
Élaborer, mettre en place et maintenir à jour les politiques, directives et processus opérationnels afin d'assurer les meilleures pratiques en fonction des besoins de l'organisation;
Participer à la préparation du rapport financier annuel;
Collaborer aux dossiers d'audit, répondre aux questions des vérificateurs et tenir compte des recommandations émises;
Participer au processus budgétaire, notamment pour l'établissement du coût et du solde de la dette à long terme;
Effectuer le suivi des sources de financement des divers projets avec les divers intervenants;
Collaborer à la préparation ou amendement des règlements d'emprunt, coordonner les refinancements d'emprunt à long terme et assurer le suivi des demandes des citoyens pour les paiements comptants des taxes d'infrastructures;
Planifier les financements requis et préparer les fiches de règlements d'emprunt;
Valider les calculs des taux de taxes des améliorations locales aux fins de la taxation annuelle et documenter les écarts;
Assurer le suivi des protocoles traitant des ententes avec les promoteurs pour les travaux d'infrastructures;
Assurer le suivi des soldes résiduaires des règlements d'emprunt;
Assurer la communication avec l'institution financière;
Développer, améliorer et documenter les contrôles internes;
Participer à l'élaboration et au suivi des dossiers spéciaux qui lui sont confiés;
Représenter, sur demande, la Direction à des comités, commissions, régies et toutes autres instances;
Contribuer à la mise à jour et à l'amélioration continue des processus d'affaires, des normes comptables ainsi que des systèmes technologiques dans son champ d'expertise.
EXIGENCES :
Baccalauréat (BAC) en administration des affaires, en sciences comptables ou dans une discipline jugée pertinente;
Détenir un minimum de quatre (4) ans d'expérience;
Être membre en règle de l'Ordre des CPA du Québec;
Maîtrise des principes de comptabilité municipale et de la gestion des activités comptables et financières;
Bonne maîtrise des normes comptables du secteur public et du manuel de la présentation de l'information financière municipale du MAMH;
Bonne connaissance de la Loi sur la fiscalité municipale et de la Loi sur les cités et villes.
