The Foreign Affairs Specialist (UNVIE Nuclear Energy Attaché) position is located within the International Operations division of the Department of Energy's National Nuclear Security Administration.
The duty station of this position is in Vienna, Austria at the U.S.
Mission to International Organizations (UNVIE).
The DOE UNVIE Nuclear Energy Attaché represents the Secretary of Energy and DOE and provides a DOE-wide perspective.
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level or pay band in the Federal service.
To meet basic qualifications for the Foreign Affairs Specialist EN-0130-04, experience must have been equivalent to the EN/NN/NQ-03 NNSA pay bands or GS-13 grade level in the federal service.
Specialized experience for the EN-04 level for this position is defined as:
Experience applying foreign affairs practices, policies, and procedures; building relationships with foreign governments and counterparts (e.g., governments, non-governmental organizations (NGOs), or commercial entities) and/or with U.S.
entities with foreign interests (e.g., U.S.
Federal organizations that work on foreign policy, U.S.
corporations working with foreign governments, etc.); implementing foreign policy; and participating in negotiations with foreign counterparts.
This experience must have included a focus on nuclear energy policies, which may include (but not be limited to) nuclear fuel technologies, civil nuclear energy technologies, nuclear safety, used/spent nuclear fuel disposition, and halting the growing accumulation of fissile materials resulting from civilian nuclear programs.
Examples of such qualifying experience might include (but certainly not be limited to) the following:
Coordinating policy and technical support from five different USG agencies to the International Atomic Energy Agency (IAEA); providing specialized regular reporting to the U.S.
Government on developments at the IAEA and interacting with IAEA leadership, management, and staff - as well as with representatives from other member country missions - to gather information and deliver U.S.
positions on various nuclear energy-related issues; coordinating diplomatic efforts with Vienna-based Missions, the IAEA Secretariat, and the IAEA Board of Governors members on nuclear energy and nonproliferation issues; serving as control officer for the Secretary of Energy while he/she is in-country, including during the IAEA General Conference; advising the Ambassador on nuclear energy-related issues; hosting Members of Congress visiting Vienna; and responding to Congressional inquiries about IAEA nuclear energy issues.
