Human Capital Office of Human Resource Operations Talent Acquisition, Deputy for Hiring Operations

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

Implements the merit staffing program by ensuring that all human resource actions comply with the provisions of the applicable merit staffing plan and negotiated agreements, such as the National Treasury Agreement. Provides information and guidance to employees and operating officials on the effective use of the merit promotion and career development programs.
Implements the delegated examining program by ensuring that all human resource actions comply with the provision of OPM's Delegated Examining Handbook. Provides information and guidance to employees and operating officials on the effective use of the delegated examining program.
Prepares, reviews, and updates vacancy announcements/inputs on USA Jobs or other automated staff acquisition systems in compliance with OPM requirements.
Reviews and validates job analysis, crediting plans, and appropriate rating and ranking factors in collaboration with program managers and other program areas such as; Program Execution Office (PEO) and Talent Assessment and Evaluation (TA&E) teams to ensure the most effective and efficient approach to meet customer requirements.
Conducts qualifications analyses for all types of positions filled. Analyses are based on an expert knowledge and application of the qualification standards and an understanding and review of selective factor requirements, position descriptions, agency and federal regulations references and precedents, as well as the knowledge, skills, and abilities required by the position. Prepares promotion and placement products, and issues promotion/referral certificates. Reviews and audits all certificates.

If this position has promotion potential and you are selected at a grade level lower than the full working level, you may be non-competitively promoted to more complex duties and work more independently, as your career progresses. For example, you may be hired as a GS-05, but if the position has promotion potential to GS-11, then you can move from a GS-05 to a GS-11 in as little as three years. Promotions are not automatic, and may occur after you have:

met time-in-grade requirements;
performed at an acceptable level of competence; and
demonstrated your ability to perform work at the next higher grade level.

Requirements Conditions of Employment

Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
A 1-year probationary period is required.

Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpiredoriginal or certified copies.
The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

To be minimally qualified for this position at the grade 5 level, you must have three (3) years of general experience, one (1) year of general experience at a level of difficulty and responsibility equivalent to the grade 4 level in the Federal service. Analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; .
