OVERVIEW

The Program Officer - Child/Youth Support oversees the standards of care and protocols to eligible minor foreign-national victims of human trafficking through comprehensive case management services, provides training and technical assistance to providers serving minor survivors of trafficking and conducts outreach to build capacity to provide specialized minor services.
This position reports to the Associate Director in the Trafficking Services Department.

While USCRI's preference is for this position to report to the Arlington, VA HQ office, candidates may apply to work in other USCRI office locations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Provide programmatic and ongoing training & technical assistance support to a national network of case management providers serving foreign national children and youth survivors of trafficking;
• Oversee enrollments and discharges of program participants through internal database systems;
• Coordinate with federal partners to ensure eligible minors are connected to services in their geographic region;
• Train and inform external partners about the benefits and programs for which foreign national minor survivors of trafficking are eligible;
• Manage ongoing consultations on cases where minors may be victims of human trafficking;
• Monitor and evaluate case management services provided through the program, ensuring consistency in quality of services and compliance with program protocols and expectations;
• Oversee and maintain the program email inbox and general call line and respond promptly to any requests related to referrals, issues and services;
• Coordinate data collection and contribute to the analysis and reporting of programmatic outcomes;
• Identify, leverage, and stay abreast of relevant existing promising practices and tools from a wide range of sources and partners, including ideas developed by survivor leaders, to enhance program's resource capability and impact;
• Ensure child welfare principles and related social work best practices are central components of the program;
• Work closely with program staff to ensure successful team coordination and program implementation of designated portfolio areas, and contribute to the service delivery protocol, annual strategic programmatic workplan and program policies; and
• Perform other duties as assigned by supervisor.
  

• Master's degree in Social Work (MSW) or related behavioral science, human services or social services field OR Bachelor's degree in one of the abovementioned with at least three years' experience in child welfare or related field;
• Experience working with case management or child welfare services and/or related programs aiming to increase access to critical resources for immigrant and underserved populations such as unaccompanied children and minor victims of human trafficking is required;
• Demonstrated knowledge and experience of human trafficking case management needs and services for foreign national victims, the HHS Eligibility process, and eligibility for federal benefits is preferred;
• Relevant experience preferred with trauma-informed and responsive care and training;
• Experience in program monitoring, evaluation, and training (design, instruction, measurement of training effects) are a plus;
• High proficiency in Microsoft Office preferred, specifically proficiency with Word, Power Point and Excel is required; knowledge of database programs to meet data collection and reporting needs is preferred;
• Strong quantitative skills in designing effective budget models to aid program oversight a plus;
• Ability to work both as a team member and independently, with a high level of self-motivation, flexibility to meet goals and deadlines in a fast-paced environment;
• Ability to take initiative, problem solve and apply critical thinking skills toward complex situations;
• Strong interpersonal skills, including the ability to communicate with providers, partners, and survivors of diverse backgrounds;
• Ability to cultivate and maintain relationships and partnerships with program staff and external stakeholders and project partners;
• Ability to execute routine tasks on a daily basis;
• Foreign language ability in Spanish is strongly preferred, and individuals of culturally diverse and/or underrepresented backgrounds, including survivor leaders, are encouraged to apply;
• Ability to travel domestically as required; and
• Demonstrated support of USCRI's values by exhibiting respect for others, maintenance of confidential information and an appreciation of a multicultural workplace and a with a dedication to human rights, including of trafficking victims, refugees, immigrants, asylum seekers, and vulnerable or disenfranchised populations.
  

• Satisfactory completion of USCRI's Orientation and Training;
• Satisfactory completion of programmatic training on an annual basis;
• Complete additional training as identified by supervisor or Human Resources.
