That is his first preference. Try and find me a rock start guy in Firewalls who matches this role.
Being in Texas is the bigger preference for us currently. We still have physical firewalls in our data centers in Austin and Houston, so having someone available to be on site within a few hours in the even of an emergency or to meet vendors is more important than direct Firepower experience. If they have Palo Alto or other NGFW experience, it should not be a big deal for us to cross train someone on Firepower. They just need to know the concepts to make the translation.

This is a role that requires the candidate to have heavy firewall exp. looking for someone with enterprise firewall experience. Cisco Firepower experience is preferred, but experience with Palo Alto, Fortinet, and/or Checkpoint would apply as well. We want someone who specifically is familiar with advanced features of next-generation firewalls like IPS, URL Filtering, policy routing, etc.
