The N.C. Office of the Commissioner of Banks (NCCOB) is responsible for the chartering and regulation of North Carolina's state banks, trust companies, mortgage companies, as well as registration and licensing of various financial institutions operating in North Carolina. This posting is for one (1) mid-level Financial Examiners in our Banking Division. Position identifies, compiles, and organizes relevant data (financial or non-financial) to analyze and draw sound logical conclusions for work assignments or examinations of financial institutions with minimal-to moderate-risk profiles and/or structures. Examiners work in a team environment and should be able to adapt to changing circumstances. Work requires extensive overnight travel (approximately 40 - 80%). Examiners work a compressed schedule, with every Friday off and may reside anywhere in the State of North Carolina.

Responsibilities include:

• identifying actual and potential issues that impact the institution's risk profile.

• recommend corrective action, under the appropriate level of supervision.

• conveying examination findings in oral and written form

• exercise above average interpersonal skills and is capable of handling confrontational situations with bank management.

• serve in a leadership role, such as examiner-in-charge, asset manager or operations manager in banks with moderate-to- high risk profiles and increasingly complex structures. Additionally, examiners may serve in a leadership role on joint examinations with Federal regulators. May also serve as a coach to less-experienced examiners.

• maintain strict confidentiality and discretion while conducting business.

Recruitment Range

$80,000 to $100,000

• Thorough working knowledge of laws, rules, regulations, industry standards, and accounting/reporting processes

• Significant experience in applying this knowledge in designing and conducting examinations to evaluate the effectiveness of regulated institutions in identifying areas of risk, material deficiencies, and violations of state and federal laws and regulations.

• Significant experience in presenting, both orally and in written form, concise, comprehensive, and accurate findings of a bank's condition.

• Proficient in Excel, Word, and PowerPoint.

• Strong analytical skills

• Banking industry experience.

Management preference will be given to applicants with (i) significant experience in evaluating the effectiveness of a Bank Secrecy Act (BSA)/Anti-Money Laundering (AML) compliance program of financial institutions and (ii) professional BSA/AML certifications. Preference will also be given to industry professionals and commissioned examiners of a state or federal banking regulatory agency with a thorough knowledge of the Federal Financial Institutions Examination Council BSA/AML Examination Manual. Additionally, applicants with cross-functional experience in the evaluation of risk at financial institutions will also be given preference.

Bachelor's degree in a related field (banking, finance, business) and a minimum of 2 courses of accounting AND at least three (3) years of RECENT professional experience in the banking industry, or any combination of these or an equivalent combination of education, training, and experience.
