Summary

You will serve as a SUPERVISORY GENERAL ENGINEER in the Engineering and Planning Department of PEARL HARBOR NSY AND IMF.

Duties

You will be responsible for leadership, organization, management and administration of all Engineering and Planning Department (EPD, Code 200) functions, including Engineering Technical Authority programs and Submarine Safety (SUBSAFE).
You will oversee engineering products and services needed for non-nuclear ship overhauls, and modernization, participating directly in the business aspect, planning and forecasting, administration, operation and execution of all department functions.
You will oversee seven or more divisions that have multiple branches and teams located within them, supervise two or more GS-15 and five or more GS-14 division heads.
You will establish the organizational culture, exercise change management, and set expectations for department behavior, establishing general direction for subordinate supervisors to plan work to be accomplished by their subordinates.
You will establish performance standards and evaluate performance of employees, give advice, counsel and instruction to individual employees on both technical and administrative matters.
You will interview candidates, make final decisions related to appointments, promotions or reassignments within the department.
You will exercise position management responsibilities, assuring subordinate job descriptions are current and accurate and that position structure of organization is designed and structured to optimum efficiency.
You will direct and manage all administrative matters to ensure adequate support for non-nuclear planning, engineering functions to ensure adequate support for Engineering Technical Authority, SUBSAFE, Deep Submerge System programs.
You will represent the department and serve on major Shipyard leadership and governance boards, (e.g. Strategic Leadership Team, Shipyard Senior Management Team).
You will oversee fiscal management of the department, overseeing budget formulation and justification.
You will manage and oversee the Workload and Resources Report (WARR), develop immediate and long-range staffing strategies and implement measures to prevent or mitigate resource gaps.

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

You will be required to successfully complete a pre-appointment physical examination.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying professional engineering concepts, theories, and principles to oversee the planning and execution of administrative and technical engineering programs relative to the repair, maintenance, and modernization of naval submarine or ship systems; and ensuring efficient and effective operations.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundament.
