Position Description:
Ecompex is recruiting for a Construction Project Manager to provide professional support services for Facilities Sustainment Restoration & Modernization (FSRM) and Military Construction (MILCON), Project Planning & Program Development, Engineering/Requirement Definition and the Planning & Execution of In-House Facilities Projects to achieve critical missions of building sustainable installations. Some of the tasks the candidate will be responsible for can include tracking project milestones, cost estimations, preparing technical reports, data entry, developing drawing plans and designs, managing personnel among other tasks. Work is on-site.
Minimum Qualifications: Must be a US Citizen.
Must be able to pass a government background investigation.
Must possess a bachelor's degree in engineering or architecture.
Must possess a minimum of 5 years' experience as a facility design engineer or construction project manager. OR
Must possess a minimum of 5 years' experience in DoD project programming and development of programming documents (e.g. DD Forms 1391).
Desired Qualifications: Extensive experience managing Facilities Sustainment Restoration & Modernization and MILCON projects.
Extensive experience developing technical drawings and plans.
Proficiency performing comprehensive construction cost estimations.
Proficiency utilizing NEXGEN IT, Enterprise Business System (EBS), and Comprehensive Planning Platform (CPP).
Experience drafting DD 1391s.
Strong knowledge of AFI 32-1032 guidelines.
Experience with DoD government contracting.
Required Skills: Must have experience utilizing Microsoft Office applications.
Strong knowledge of engineering principles and analytical techniques to support complex engineering assignments relating to civil engineering disciplines such as mechanical, civil electrical, and architecture.
Must possess the ability to follow established project-related procedures.
Must possess the ability to track established project milestones.
Responsibilities: Assist and provide technical support in identifying, developing, and preparing FSRM, Non-Appropriated Funds (NAF), customer-funded programs, and MILCON projects.
Perform necessary data entry in the Enterprise Business System (EBS) for assigned projects.
Conduct NEXGEN IT, Comprehensive Planning Platform (CPP), and SMS data entry, ensuring data quality assurance.
Collaborate with clients to define project requirements, create cost estimates, draft DD Form 1391s, and other acquisition package components for government approval and submission.
Program 2-3 projects monthly, adhering to governmental regulations and ensuring compliance with Federal, State, local, and Air/Space Force guidelines.
Adhere to all relevant laws and Air/Space Force Instructions when categorizing project work.
Determine MILCON Facility Replacement Cost as per AFI 32-1032 guidelines.
Evaluate cost basis and investigate recent, relevant project data to improve the accuracy of cost estimates.
