PRIMARY DUTIES & RESPONSIBILITIESThe Hiring rate for this position is $30.00/HourlySigning Bonus: New employees are eligible for a $5,000 bonus; with $2,500 paid on the first payroll, and $2,500 paid upon completion of six (6) month introductory period from hire date.The deadline to submit an application for this position will be Saturday, August 31, 2024. However, the position is subject to close at any time once a sufficient pool of applications is obtained.OVERVIEW OF POSITION / DEPARTMENT
The Permit Technician performs front-end management for issuing permits for the Permit Center under the Development Services Department. Combined areas include the Building Division, Public Improvements, and Zoning requirements. This position will require public contact with an emphasis on customer service.

PRIMARY DUTIES & RESPONSIBILITIES:

Plan Review for code compliance, plans tracking
Computer data entry/retrieval functions
Researches, prepares, examines, and processes construction documents and applications for building permits
Acts as a liaison between the customer and department or agency staff by following up on customer requests or complaints and solving problems related to service issues
Performs and approves sign plans for zoning code compliance
Verifies setbacks ensuring compliance with the zoning code
Utilizes independent discretion to provide a high volume of telephone and in-person interactions with the public for technical code interpretation inquiries and assistance
Calculates building permit fees and taxes based on valuation
Accurately routes and tracks plans and permits for commercial and residential buildings
Maintains/updates electronic records daily for building plans and permits, building inspections, code records requests; electronic scanning of documents
Issues contractor licenses
Issues Certificates of Occupancies
Performs additional duties as assigned

MINIMUM QUALIFICATIONS & WORKING CONDITIONSEducation:

High School Diploma or GED
Associates Degree preferred or 2 years college level course work or directly related field experience preferred

Experience:

Two (2) years experience dealing with the general public in a service capacity
Two (2) years of related experience including technical phases of residential and commercial building construction preferred

Knowledge:

Knowledge and application of construction materials, municipal and building codes, and procedures
Knowledge of mathematics including algebra and geometry
Knowledge of personal computers with related software applications with a windows operating system

Abilities:

Ability to establish and maintain effective working relationships with employees and citizens
Handle stressful situations with tact and diplomacy
Communicate effectively both verbally and in writing
Independently read and interpret construction documents, and maps in relation to the tasks of the job

Skills:

Skill in the operation of a computer system with related software
Efficiently and accurately key information using a keyboard and skill in performing data entry

Licenses and Certifications:

Required licenses and/or certification in the following code areas for a Permit Technician III: ICC Permit Technician Certification

Physical Demands:

Primarily sedentary physical work requiring the ability to lift a maximum of 20 pounds
Occasional lifting, carrying, walking, and frequent standing at a counter
Frequent hand/eye coordination to operate a computer keyboard, mouse, and general office equipment
Vision to read and interpret reports, documents, and other written material
Frequent speech communication and hearing to maintain communication with employees and citizens

Work Environment:

Works primarily in a clean, comfortable environment

Equipment Used:

Uses standard office equipment including a personal computer, calculator, architectural and engineering scales, copy/fax machines, multi-line telephones, and code books
This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
