Sr. IT Business Analyst

The Ministry of Central Services is looking for one (1) or more Senior Business Analysts to work in the IT Project Management resource pool.

The projects that these resources will participate in include:
changes to business systems, processes and programs; information technology (IT) and infrastructure; and financial and human resources, all of which impact branches across the ministry, sector partners and the wider community

The resource will be required to produce the deliverables required for the projects assigned, in the timelines set out by the Project Manager, Team Lead or Director.
These deliverables will vary depending on the project phase, budget and schedule.

Duties of the Resource will include, but are not necessarily limited to:

Applies a business analysis framework for success.

Document Business Process Models (As-Is and To-Be).

Document Use Cases based on Business Process Models.

Effectively analyze information, problems, situations, practices or procedures.

Elicit, document, manage and communicate functional and non-functional requirements throughout the project lifecycle.

Analyze business requirements and translate into business rules.

Define and scope the business problem or opportunity and identify solution and / or alternative solutions.

Verify that the solution meets the requirements and quantify the benefits and costs of each solution.

Identify any risks, issues and assumptions with the solution and contribute to an effective control and risk management process.

Work closely with technical teams (Architecture, Application and System Development and Design, Network, Security, Operations) to ensure their translation of requirements to solutions meet the needs of the users and integrates into the overall GoS architecture.

Act as a liaison between technical teams and Subject Matter Experts (SME's), etc.

Researches, develops, and recommends the implementation of new approaches and technological solutions for data and integration services.

Create and document feasibility studies, business cases, technical assessments, RFP / RFI requirements, project charters, user manuals, system manuals, policies, processes and procedures, etc.

Create and manage a robust plan for testing that ensures the end product supports business processes.

Create, coordinate and execute test scripts, utilizing formal testing methodologies to verify that system and business applications meet specific requirements.

Lead the business SMEs through the process of User Acceptance Testing (UAT) to ensure business requirements are sufficiently identified, traced and functional in the finished system.

Provides quality assurance in relation to the accuracy and integrity of the information provided in the solution.

Facilitate meetings and workshops with internal and external stakeholders.

Prepare and deliver presentations to internal and external stakeholders.

Applies change management principles and methodologies in preparing organizational change management plans, strategies and communications to support the adoption of change within the Ministry

Lead and facilitate organizational change, as it relates to business technology.

Develop training, training materials and facilitate training for both technical and non- technical audiences.

Assist in defining business services provided by the IT Division.

The resource will be required to participate in consultant performance evaluation as deemed appropriate by the Ministry.

Familiarity with the Government of Saskatchewan, or comparable entity, technical and business landscape will be an asset for candidates.
