POSITION SUMMARY:
Our Procurement Department is looking for a seasoned and flexible Senior Procurement Specialist who will be dedicated to acquiring goods and services that supply and support our internal clients. The Procurement Specialist partners with the Procurement Manager on complex, unique, short-term and multi-year tendering processes to ensure that resources are dedicated to the completion of priority projects, which includes participation in regular meetings and communications with program managers, consultants and contractors.As a Senior Procurement Specialist at ROM, you'll play a pivotal role in executing procurement processes in line with ROM's policies and legal standards. You will serve as an advisor, guiding ROM's various departments through complex procurement activities. This role involves leading and supporting initiatives to improve procurement processes for ROM's diverse projects.
RESPONSIBILITIES:

Develop and execute procurement strategies for various types, ensuring alignment with ROM's policies, laws, and trade agreements.
Serve as a procurement advisor to ROM departments, guiding strategies, especially for unique and complex procurements.
Lead negotiations and oversee the finalization and administration of contracts.
Build and maintain effective relationships with business clients and vendors, including managing external vendor relations and monitoring contractual agreements.
Contribute to initiatives aimed at improving procurement processes and system efficiencies.
Support ROM's Manager, Procurement and Administration Services with administrative tasks, including insurance requests and purchasing card program administration.
Oversee both incoming and outgoing shipping operations, including customs compliance and efficient handling of goods.

QUALIFICATIONS:

Strong knowledge of procurement-related laws, trade agreements, contract administration, and financial processing.
Accreditation in supply chain, procurement, or project management is an asset.
Minimum of five years of procurement experience in public authority or private sector, particularly in large capital projects.
Experience with "Negotiated RFPs" in the Canadian procurement context.
A four-year degree in Business Administration, Commerce, or a related field focusing on strategic sourcing/procurement would be an asset.
Excellent verbal and written communication skills and the ability to collaborate effectively with cross-functional teams.
Proficient in problem-solving, prioritization, and managing multiple projects with attention to detail.
Capable of quickly understanding business issues, providing practical advice, and clearly communicating complex procurement matters.
Strong negotiation and relationship-building abilities.
Able to work efficiently in a fast-paced and high-pressure environment.
Team player with a willingness to learn and contribute to team efforts.

Software proficiency, especially in Excel and MS Office 365, and familiarity with financial systems like Sage.
Tactful and discreet in handling confidential information.
