Function

Professional Management

Major Duties and ResponsibilitiesMobility Planning:

Develops and oversees curbside management and shared mobility policy, plans, programs, projects, and initiatives.
Develops and oversees mobility innovation policy, plans, programs, projects, and initiatives.
Oversees programs for shared mobility, curbside management, and on-street parking to promote safe and equitable mobility.
Establishes partnerships with private and shared mobility providers to reduce congestion, enhance safety, and provide equitable mobility options.
Champions implementation of the city's Strategic Mobility Plan through inclusion of safe and equitable mobility policies within programmatic work.
Utilizes data analytics, real-time information, online platforms, and mobile applications to shape project development and policy formulation.
Engages communities through digital, in-person, and tactical methods for inclusive engagement.
Maintains and expands collaborative relationships with other city and county departments/agencies and other CDOT Divisions/staff to advance on-going initiatives to integrate transportation and land use planning.

Section Management & Leadership:

Builds and fosters a professional environment that reflects a high value on internal and external customer service, collaboration, preparation, work quality, and appropriate professional behavior.
Manages, supervises, and mentors transportation professionals and staff, identifying and targeting areas of growth and professional development, and providing regular leadership and direction to staff on projects and initiatives.
Directs and manages staff and consultant teams in the research and preparation of reports, proposals, and plans on complex issues.
Assists the Strategic Mobility Division Manager in preparing budgets, work schedules, performance evaluations, administrative reports, and other general management tasks.
Assists the Strategic Mobility Division Manager in establishing and managing the vision, workplan and project priorities for Section.
Performs all other duties as assigned.

Community & Stakeholder Engagement:

Establishes and leads a proactive community engagement strategy for transportation planning initiatives and projects, actively engaging and developing collaborative relationships with stakeholders, community groups, and public/private agencies to successfully implement the City's transportation policies and programs.
Supports Department Leadership in responding and engaging with City Council and the City Manager's Office on transportation planning initiatives and projects.
Makes presentations to City Council, the community and professional peers on transportation initiatives and growth-related transportation issues.

Knowledge, Skills & Abilities

Demonstrable working knowledge of the principles and practices of urban and transportation planning.
Demonstrable working knowledge of the principles and practices of curbside management.
Demonstrable working knowledge of the principles and practices of shared mobility.
Demonstrable working knowledge of policy development, particularly policies that integrate mobility, land use, urban growth, and equitable transportation components.
Ability to manage multiple complex projects and/or tasks simultaneously.
Ability to prepare comprehensive plans and reports.
Ability to establish and maintain effective public relations and working relationships.
Ability to communicate effectively, both orally and in writing.
Ability to understand and effectively use data for mobility-related analyses.
Ability to understand and effectively use visual communications and data for compelling storytelling.
Ability to use common desktop computer applications for word processing, spreadsheets, presentations, publishing, electronic mail, internet research, communications, etc.

Preferred Qualification

Master's degree in urban planning, civil engineering, landscape architecture, geography, or a related field.
Certified Planner (AICP) or registered Professional Engineer (PE) strongly preferred.
(7) seven years of experience in transportation planning or engineering project management in a large, rapidly growing urban area. Specific focus in curbside management, shared mobility, and/or on-street parking planning is a plus.
(3) three years of managing, supervising and mentoring staff.

Bachelor's Degree and seven years of relevant work experience

OR

Master's Degree with five years of relevant work experience

a combination of education and related work experience may be considered.

The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
