This position will be part of MNITs Office of Transformation and Strategy Delivery, which uses purpose-driven, innovative approaches to enable agencies to deliver modern services that benefit Minnesotans.
This position is responsible for collecting and analyzing data on project/product life cycle using enterprise strategic portfolio management tool and other data sources. Incumbent will collect, manage, and keep data up to date in SPM and other related tools by working closely with various agencies and enterprise teams. Candidate will develop dashboards that monitor progress and inform stakeholders on the status of the projects. This position will also track innovation ideas with a focus on Customer Experience goal areas of the One MN Priority. Incumbent will be supporting SPM and other tools as tool administrator to configure tool to meet customer needs and help team manage service ticket within agreed upon service level agreement. Candidate will be responsible for managing and keeping internal websites, SharePoint sites up to date with latest information for all agency users. Candidate will be implementing improvement ideas on a regular basis to keep the data, and design of website, SharePoint sites relevant. Candidate will develop contents for the website and develop training materials that may include documenting process steps, or video delivery of training and education materials for end user consumption. This position will work across multiple stakeholders, in a highly matrixed organization, including senior staff to produce accurate, efficient, and meaningful analytical reports for MNIT, agency and Governors office leaders.
• This position is temporary and includes full state fringe benefits; it is anticipated to last up to one (1) year.

Telework (/mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Minimum Qualifications

Position requires a minimum of three (3) years of IT related experience in data analytics and reporting.
Experience must include:
Experience in Microsoft Power Apps, or any other process automation tool.
Data analysis experience with regard to customer solutions using Bl, analytics and reporting services tools.
Experience developing training, user documents.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A masters degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelors degree substitutes for two (2) years, OR an IT related associates degree substitutes for one (1) year.
Preferred Qualifications
Ability to interact both technically and functionally with users and staff through verbal and written communication sufficient to present clear and concise design documents or reports.
SQL, ETL and cloud-based database management.
Process automation experience.
Ability to organize work, identify problems as they arise, and to assess possible solutions for implementation.
Knowledge of the theory, principles, and practice of database design, development, data structures, and data management.
