PURCHASING MANAGER

JOB SUMMARY:

Horner Industrial is seeking a hands-on Purchasing Manager reporting to the Chief Operating Officer (COO), this position is responsible for leading the purchasing team to support operations in the repair of electro-mechanical rotating equipment (Electric Motors Gearboxes, Pumps, Blowers) to meet Safety, Quality, Delivery and Efficiency expectations and customer specifications. This position will have 3 direct reports.

ESSENTIAL FUNCTIONS:

Collaborate with operations management to interpret schedules and synchronize purchasing of materials, equipment and supplies for scheduled work and in achieving improved productivity and reduction of waste.
Manage, directly or indirectly, multiple facilities.
Leverage spend across vendor base to ensure best price, delivery and quality.
Optimize generally accepted metrics such as PPV, inventory turns, as well as cash management associated with purchasing terms.
Implement consignment opportunities where appropriate, continually improve supplier lead times, standardize MRO buying processes, etc.
Lead departmental communication meetings, participate in production and other staff meetings as needed.

Identify and evaluate critical decisions that require accurate and timely responses.
PO approvals for procurement of shop materials, parts, services, machinery, equipment, tools, and/or other supplies as necessary.
Ensure all PO's, PO acknowledgements, confirmations and expediting are timely and accurately completed.
Work diligently with other departments in order to quickly resolve discrepancies related to shipments, inventory, job scheduling and any potential hold ups with invoicing, such as approvals to process payments.
Negotiate with suppliers to ensure best value and research opportunities to reduce costs for overall performance improvement.

Draft, review, approve and negotiate a variety of contracts, contract amendments and contract extensions.

Create, develop and promote Standard Operating Procedures where needed to improve consistency and assist in streamlining processes in alignment with ISO 9001:2015 Quality Standards

Expedite orders when necessary.
Report supplier delivery information in the daily Production Meetings
Track supplier quality and delivery performance.
Provides direction and leadership to the Purchasing Team
Participate with year-end physical inventory and cycle counts.
Responsible for crafting and implementing sourcing strategies and procurement plans to support corporate objectives.

- Utilize effective leadership skills in a manner to achieve proper motivation, performance, reward, respect and accountability of human resources.
- Manage cross functional relationships with other departments to support effective use of manpower, materials, and equipment, as well as promoting safety, productivity and quality improvement initiatives.

Maintain a visible and vocal presence as the shop floor leader.
All other duties as assigned to support Company initiatives, goals and objectives

QUALIFICATIONS and EDUCATION:

5+ years of experience in procurement; 3+ years of supervisory experience
Results driven individual who has demonstrated ability managing in a high performance- environment.

In depth experience in working with ERP Systems is necessary

Thorough knowledge of MS Office products (Excel, Word, Outlook, PowerPoint, etc)

Strong inventory management experience

Able to manage and execute multiple, complex tasks and deal easily with pressure on a daily basis
Able to motivate, communicate, and drive continuous improvement in a team setting
Critical thinker with excellent analytical abilities
Solid planning, leadership, and administrative skills
Good understanding of business principles and practices
BS degree preferred in materials management, business or organizational management
