Senior Business Analyst

Overview

GovCIO is currently hiring for a Senior Business Analyst to support federal information technology projects witht he United States Agency for International Development (USAID).
This position will be located in Washington, DC and will be a hybrid position with periodic client site work.

Responsibilities

The United State Agency for International Development (USAID) requires a Senior Business Analyst to support efforts related to Organization Change Management and streamlining the processes related to onboarding government employees.
While recent improvements are welcomed, there are still challenges related to enabling the new employee to become a fully functional member of USAID's workforce, equipped with logical and physical access credentials, network and application access, and government-furnished IT equipment such as a laptop and mobile phone.Coordinates with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls.
Provides technical/functional expertise in identifying, evaluating, developing, and supporting systems.
They have the business knowledge and perspective of a particular business and the IT needs of that customer.
Requires knowledge of computer system capabilities, business processes, and work flows.
May also be functional experts in financial, program control or logistical areas.
Guide customers through changes to their business brought on by the implementation of customer-directed Information Technology (IT) solutions, platform enhancements, enterprise initiatives, and other telecommunication technologiesImprove and/or enhance the efficiency and effectiveness of service delivery.Work with the PM to support data analysis, workshops, training, communications and other implementation assistance, as identified to gain enterprise user adoption.Analyzes business and technical processes to formulate and develop new and modified business information processing systems.Interfaces between systems architects/programmers and users located in a specialized area to ensure that information technology designs meet the needs of the end users within an organization.Documents product/service requirements and develops test procedures to ensure user requests are carried out.Interacts with testing requirements to ensure traceability and test coverage.Requires general-logic knowledge of system capabilities without necessarily the ability to program.

Qualifications

Required Skills and ExperienceBachelor's with 8+ years (or commensurate experience) of business analysis experienceExperienced Professional with combined 5+ of project management and business analyst experienceKnowledge of and experience with defining and mapping requirementsProficient with all Microsoft Suite toolsHands-on experience with SDLC and Agile processesAbility to align detailed tasks with the big pictureStrong oral and written communication skills with the ability to tailor your messaging to technical and non-technical audiencesProficient to handle multi-tasking and ability to prioritize (teams) tasks independently based on Organizations prioritiesAbility to manage various stakeholders (technical and non-technical) and collaborate with others to achieve common goalsProvide direct support for the project as directed by the assigned government Project LeadCoordinate with Process Owners and Technical Teams to establish the most efficient and effective 'end-to-end' process and solution definitionDevelop business requirements, functional and non-functional requirements for required technical solutionsCoordinate with designated technical staff to estimate the cost for the technical resources to design and implement system modifications and integrations so that the government can acquire those resources to support the initiativeUS CitizenshipPreferred Skills and ExperienceExperience supporting critical IT systems as a Business AnalystAdvanced written and verbal communication skillsClearance Required:

Posted Pay RangeThe posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity.
The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process.
If hired, employee will be in an 'at-will position' and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

USD $130.00 - USD $150.00 /Yr.
