In this positionyou willserve as the element lead and supervisor of the Cyber Contested Environment Laboratory performing professional scientific/engineering work in support of projects/programs pertaining to the developmental test and evaluation of Department of Defense (DOD) and commercial Command, Control, Communications, Computers.

Exercises supervisory personnel management responsibilities. Plans work to be accomplished by subordinates, sets, and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Providing planning, directing, organizing, and exercising control over nonsupervisory employees
The incumbent works with the test teams to assure an integrated approach to test activities. This includes the identification and appropriation of test requirements and resources including modeling and simulation capabilities, system integration Laboratory support, flight and ground instrumentation support, data analysis systems, ground based test facilities, integration of weapon systems and subsystems including command, control communications, computers, cyber, intelligence, surveillance, reconnaissance (C5ISR), offensive and defensive avionics systems and related support systems test.
Serves as a consultant and expert in electronics engineering, computer engineering or computer science work involved in the application of advanced theories, concepts, and principles related to development or sustainment of systems.

Must be able to obtain and maintain a security clearance commensurate with their specific position sensitivity.

Defense Acquisition Work Improvement Act (DAWIA) certification (Level ll) - must be able to obtain certification within 1-2 years of assignment.
he position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
May be required to work overtime.
This position may require travel away from the normal duty station both with CONUS and overseas on military or civilian transportation.

Professional Engineering PositionsComputer Science Series

SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experience would be at least 2 years experience as Electrical/Electronics Engineer, Computer Scientist or Computer Engineer required and experience working on military aircraft offensive and defensive avionics systems, subsystems and required support systems or equipment desired

Knowledge, Skills, and Abilities:

1. Knowledge of professional concepts, principles, techniques, and practices of specialized multiple engineering disciplines.

2. Knowledge of integrated aerospace vehicles, ground systems or related systems/subsystems.

3. Knowledge of flight and laboratory air vehicle test conduct, coordination and supervision, data analysis/evaluation and applicable flight test truth sources, modeling and simulation, technical report preparation, and administrative aspects of flight test programs.

4. Ability to plan and organize work and coordinate/communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications and presentations.

5. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions.

6. Knowledge to evaluate complex programs to ensure that system cybersecurity requirements, interfaces, capabilities and program factors are considered in planning, monitoring, and reviewing cybersecurity artifacts, system security engineering documents, and RMF system security plans as part of the acquisition process.

7. Ability to maintain good working relations and to provide technical leadership or project management oversight.

Position specific skills and experience desired in a potential candidate:

3-5 years of experience in supervising and leading a small group
1-2 years of experience managing a laboratory in the development and research of new technology and field solutions to meet internal requirements is highly desired.
2 years of experience implementing software or hardware to augment tools and equipment used in testing weapons systems is highly desired.

Education0801, 0854, and 0855 series

Basic Requirements:

A. Degree:
Engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat tran.
