Job Summary:
The position will have specific focus on utility reconstruction project development and management actions to align federally funded projects with policy, compliance and regulatory requirements for federal reimbursement. The individual will supervise and manage a Section Lead(s) that will work directly with project teams and project management staff to direct and guide the project development process throughout the project lifecycle that includes creation, formulation, submission execution, completion and closeout.

  • Direct the Grid Grant Management and Project Formulation Teams in developing, formulating, submitting and revising eligible detailed scopes of work for Federally funded reconstruction projects.
  • Lead Grant Management and Project Formulation Teams responsible for the engagement with LUMA technical teams to ensure alignment with technical regulatory strategy and policy related to Federally funded reconstruction projects and processes.
  • Provide Supervision and Management to Grant Management team for Federally funded projects using FEMA Grants Portal performing project creation, formulation, reviews and approvals.
  • Provide management, supervision and oversight over project formulation and obligation processes, policies, reviews and tracking for all Federally funded recovery projects.
  • Provide management, supervision and oversight for current federally funded emergency work and permanent work projects.
  • Provide direction, guidance and training to Grant Management Team and staff related to project development, formulation, documentation and obligation processes and policies related to the management of the federal funds.
  • Provide direction, guidance and training during federally declared disasters as part of LUMA Emergency Operations Center Team as Federal response and act as LUMA federal liaison for all response and restoration activities.
  • Lead Grid Strategy Section Lead(s) that oversee and lead the Grant Management and Project Formulation Teams (that are responsible for supporting engagement with internal and external stakeholders at the federal, territorial, and local levels, including presentations, meetings, and articles, to drive Federally funded project development, formulation and management.
  • The Grid Strategy Section Lead will be required to act on behalf of the Grid Strategy Section Manager as needed in select roles and responsibilities as they pertain to internal and external engagements with stakeholders.
  • Deep knowledge of utility technical requirements, federal funding processes, FEMA regulations, federal precedents as apply to Puerto Rico, local political strategic goals, and experience in coordination at the territorial and local levels.
  • Responsible for the preparation of Key Performance Indicators (KPIs) collecting information and reporting.
  • Evaluate program performance by utilizing forecast vs. actual data for quality, cost and schedule.
  • Prepare clear and concise reports to communicate department performance.
  • Evaluate and modify current program projections to accommodate changes.
  • Prepare and coordinate presentations to report on program performance for both internal and external stakeholders as specified.
  • Initiates and develops activities including recovery and industry partnerships.
  • Perform major storm restoration work and associated drills as assigned.
  • Follow all policies and procedures.
  • Perform other duties as assigned.

Additional Education and experience:
  • Bachelor's degree: in Business, Finance, Engineering, Environmental Sciences or related field.
  • Minimum eight (8) years of experience in regulatory issues in regard to FEMA and Federal funds management or an equivalent combination of education and experience.
  • Knowledge of utility technical requirements, components and operation.
  • Extensive knowledge of federal funding and grant application processes
  • Intensive knowledge of federal precedents as applies to Puerto Rico
  • Expertise in policy and process development and improvement
  • Previous experience organizing meetings and networking events.
  • Ability to work under pressure.
  • Good and effective interpersonal skills.
Licenses/Certifications:
  • Emergency Management Certification or Training (State and/or Federal) is preferred.
  • Grant Management Certification or Training (State and/or Federal) is preferred.
  • Valid driver's License
