SUMMARY OF JOB PURPOSE

The Grants and Contracts Manager is responsible for preparing, submitting, and managing grant proposals and reports that support County goals and meet grantor guidelines.
Serves as the primary grant writer, manages grantor relationships, engages in compliance reporting, and supports project initiatives.
Responsible for County contracts ensuring compliance with applicable federal, state, and local ordinances relative to procurement and contracting.

ESSENTIAL FUNCTIONS

Duties may include, but are not limited to the following:

Manage the functions and day-to-day activities of County-wide grants program to ensure grant compliance with federal and state laws, Elko County code, all while providing maximum service to employees and departments.
Develop and implement strategies for continuous improvement.
Research and maintain current information on available federal, state, local, and private funding sources and their compliance requirements; identify grant funding needs and potential funding sources to maximize funding opportunities; write grant applications that maximize regional impact; disseminate information to user departments.
Develop and maintain comprehensive County-wide policies and procedures for compliance with federal grant management regulations; and user manuals, guidelines and other documentation related to electronic grant systems; grant seeking and grant proposal development.
Provide fiscal guidance, technical assistance and training to County departments in the preparation of grant applications and in the development of and implementation of proper procedures to ensure grant compliance and accountability systems.
Compile and analyze data and complete written reports regarding grant funded programs and projects; present reports to appropriate agencies, organizations and governing bodies.
Conduct and facilitate complex and diverse grant-related projects including long-term projects requiring advanced research and analytical skills; develop action plans and communicate strategies in order to meet goals and objectives.
Review and administer County contracts ensuring compliance with federal and state laws and local ordinances relative to procurement and contracting.
Develop procurement guidelines and standards for use in the administration of purchasing functions and activities.
Prepare bid documents with terms, conditions and specifications for products or services for publication; advertise requests for bid or requests for proposal to attract likely suppliers; open all bids submitted in a public forum; review and evaluate the merits of each bid in order to make recommendations for preferred suppliers to management.

Education and Experience

Bachelor's degree in Public Administration, Business Administration, or related field 5 years of grant and/or contracts-related experience Certified Grants Management Specialist certification preferred Must maintain a valid Nevada driver's license

Federal and state laws and Elko County principles and practices relating to grants.
Principles and practices of preparing federal and state grant applications and grant administration, including subgrant award and monitoring regulations and practices.
Principles and practices of program planning and evaluation.
Federal, state, and local procurement regulations and practices.
Organizational structure of County related programs and functions.
Department policies, practices, and procedures.
Government accounting principles and budgeting methodologies.
Information systems related to grant management and administration.

Ability to:

Interpret and apply relevant statutes, code, laws, and policies pertaining to local, state, and federal grants and procurement/contracts.
Effectively manage multiple grant projects in various stages of progress.
Write persuasive grant proposals that effectively meet the requirements of a sponsor's request for application.
Work independently and exercise sound judgment.
Provide technical advice and information in the area of expertise.
Make effective oral and visual presentations to individuals and groups.
Prepare grant budgets and monitor expenditures.
Write bid documents, purchasing specifications, service agreements, performance contracts, correspondence, memoranda, reports and other documents.
Use computers, software, and office equipment to effectively complete work.
Develop and maintain effective, collaborative, and productive working relationships with those contacted during the course of work including elected and appointed officials, County staff, citizen groups and advisory boards and the general public.

Physical Demands and Working Environment

Ability to work in standard office environment and sit for extended periods of time.
Will be required to drive to meet with staff and attend meetings.
Must be willing to attend evening meetings and work occasional weekends.
May be required to accompany others in the field as necessary to complete work.
Exposure to dust, noise, odors and pollutants is minimal.
