Summary

This is a supervisory level position based in the Storm Water Services Engineering and Design Division on the Design Program and is responsible for managing a team that performs in-house design services in support of storm drainage improvement projects.
This position currently allows for a hybrid work schedule.

This position requires a high level of interpersonal, technical, collaboration, community engagement and leadership skills.
This is a senior level position, requiring expert knowledge in all aspects of stormwater infrastructure design principles and practices.

Major Duties and Responsibilities

Supervise, manage, mentor, and provide technical support to internal engineering staff for project planning, design, and construction phases of various stormwater infrastructure repair and improvement projects.
Assist the Program Manager with workload leveling and meeting the annual Storm Water Capital Improvement Program budget.
Provide input and technical expertise to support the development and implementation of policies, processes, and standards of practice for the city.
Provide coaching, mentoring, guidance and training to staff regarding processes, policies and standards of practice.
Monitor and report on project progress of schedules and budgets.
Provide professional North Carolina seal for internal direct reports on engineering documents including plans, calculations, reports, or as needed.
Provide performance evaluation and guidance for direct reports and make recommendations for annual compensation merit in accordance with approved policy and budgets.
Serve as a point of contact for the Division, the Department and the city on storm water issues.
Develop and implement activities to improve the team's processes, work practices, and performance.
Communicate and respond to citizens, the public, management, and city officials.
Manage engineering related contract invoicing, funding and amendments that supports the minor project scope.
Successful applicant will be required to work with construction staff to resolve any constructability issues or design modification(s) needed during construction.
Attend and participate in senior level management meetings, provide, and support goals for Storm Water policies and practices, support Storm Water Strategic Plan.
Performs other duties as assigned.

Knowledge, Skills & Abilities

Working knowledge of Charlotte-Mecklenburg Storm Drainage Design Manual, City of Charlotte Land Development Standards, NCDOT Standards and Specifications, and other local ordinances, requirements, and/or manuals related to the design of stormwater projects.
Demonstrated leadership skills and the ability to apply conflict resolution techniques.
Progressively responsible leadership and organizational experience in project management or program administration with a demonstrated ability to effectively direct and guide teamwork effort.
Ability to work collaboratively and effectively with others.
Good leadership skills, excellent organizational and conflict management skills.
Excellent communication skills, both verbal and written.
Ability to establish and maintain effective working relationships with other employees, departments, city officials, and the public.
Ability to plan, prioritize and organize work and complete assignments with minimal supervision.
Familiarity with hydrologic and hydraulic modeling software commonly used in analysis and design of urban stormwater drainage systems.
Proficient computer skills including experience with Microsoft Office Products (Word, Excel).
A valid driver's license, a good driving record with the ability to obtain and maintain a City Driving Permit.
Experience in managing, supervising, and performing as a mentor/team leader for other engineers/staff in planning, design, and construction activities desired.
Experienced in engineering environmental impacts associated with drainage project design regarding local, state, and federal regulations.
Proficient in hydrologic and hydraulic modeling principles.
Proficient in problem solving skills for determining project design scope, storm drainage repair, rehabilitation, improvements and be able to lead engineering staff utilizing these principles.
Experience working with Real Estate staff to determine and support necessary for project acquisition needs such as easements and encroachments.
Proficient in managing consultant contracts.

Preferred Qualification

Knowledge and experience in stormwater engineering principles, design, construction and permitting practices.
7 - 10 years of progressive work experience in planning, design and construction of storm drainage systems including management or supervisory experience.
Coaching and management skills in leading high level professional staff of direct reports consistent with the Storm Water Strategic Plan.
Registration as a Professional Engineer (PE).

Minimum Qualifications

Bachelor's Level Degree - Engineering and five years relevant experience.

Salary

$93,099.00 - $103,442.00 Commensurate with Experience
