Position Summary & Responsibilities:

Position Summary: Administers the agency's asset forfeiture program, in conjunction with the State Asset Forfeiture Coordinator. Works with agency members and court officials to ensure the program is applied consistently and professionally. This includes work with US Attorneys, KHP legal staff and appropriate court systems to seek forfeiture of assets seized by agency LEOs. Attends training as assigned by immediate supervisor in order maintain up to date knowledge of laws, policies and procedures relevant to the forfeiture program. Maintains agency computer data base (housing all past and present interdiction / asset forfeiture information) and shares information with federal, state, and local partners as approved by supervisor. Serves as an Assistant for program resources for internal and external customers.
Oversees custody of seized property, which becomes property of the agency. This includes the sale, destruction, and disposal of this property. Enters incident reports for the KBI repository for asset forfeiture data collection on every KHP asset forfeiture case.
Supervises a Senior Administrative Assistant civilian support position assigned to the Investigative Operations Bureau/Troop N and works with Troop N SAA to pay for asset forfeiture case fees, tow bills, publications, attorney fees, etc, through SMART. Assists with property maintenance needs for the Troop B/N complex. Coordinates with pest control services and contractors for property maintenance needs and repairs.
Maintains current knowledge regarding criminal interdiction techniques and relevant court rulings. Provides related training on behalf of, and as requested by, the Kansas Highway Patrol Training Academy as well as by immediate supervisor. Reviewed routinely by immediate supervisor to ensure the training need of the agency and other law enforcement entities are being met. Maintains expertise in the arena of criminal interdiction. Serves as a resource to the agency and other appropriate public safety partners.
Completes special projects and performs tasks assigned by the immediate supervisor concerning criminal interdiction enforcement activities. Communicates with federal, state, and local agencies to maximize efforts in removing illegal drugs / cash and criminals from Kansas' roadways. Maintains KHP's Backscatter truck and deploys as requested.

Qualifications:

Education: High School Diploma or GED equivalent.

Licensing & Certification: Valid Driver's License.

Necessary Special Requirements: Skills in leadership, problem analysis, communications, planning, decisiveness and time management are required. Knowledge specific to administration of an asset forfeiture program, criminal interdiction and relevant case law preferred. Ability to speak clearly and concisely in person and on the telephone. Ability to establish and maintain effective working relationships. Ability to communicate effectively, verbally and in writing, with fellow employees and the general public. Proficient with Microsoft Windows, and Excel software programs. Listen, comprehend, and respond to fellow employees and general public via telephone or in person. Ability to complete, basic mathematical calculations, proofread accurately, multi-task, read and write comprehensively.
For this civilian position, experience as a former KHP Trooper in good standing is preferred, however prior LEO certification through a KS LEA, or commensurate experience with LEA as a civilian will be considered.

Ability to sit, walk, stand, stretch, twist, reach out with body, arms and legs; listen, comprehend, respond, speak clearly and concisely in writing, in person, and on the telephone; repeatedly bend, stoop, lift lightweight materials up to 30 lbs, sit for long periods of time, move in confined areas, and perform repetitive motions with one or more extremity.
