DETAILED JOB DESCRIPTION
The Environmental Compliance & Development Manager supports the acquisition, permit, development, and operations of Western States facilities, and capital improvements. The role requires a deep understanding of environmental regulations and the ability to apply engineering principles to ensure that facilities and projects are compliant and sustainable. This position reports to the Director of Procurement and Facilities and partners with the Construction Manager, Facilities and Yard Operation Managers, and Safety team to ensure all facilities and Capital Projects have a comprehensive compliance plan that is documented and easily communicated to internal stake holders, realtors, engineers, architects, city planning and zoning officials, and other government agencies.
JOB SUMMARY:
ESSENTIAL FUNCTIONS:
Safety
Actively cares, promotes, manages, and advocates safety at Western States.As a leader and team member in the organization, it is critical to ensure all employees, vendors, and clients have a safe work environment while adhering to all applicable safety policies, procedures and standards.
Maintains clean/clutter free personal work areas to ensure safe environments for all WSECO employees.
Adhering to required personal protective equipment (PPE) as identified in safety policy.
Partners with Construction, Safety and Facility Teams to manages Construction Safety Orientations, Check-in and all construction site emergency procedures.
Due Diligence:
Partner with Terteling Co. VP of Properties to communicate with landowners, sellers, real estate brokers, developers, planning depts, government officials and engineers to acquire property for acquisition.
Develop and manage land/facility due diligence process during acquisition and disposal - including organizing contracts, plans, and other relevant documentation that benefit the organization.
Develop timeline and cost schedules for required due diligence items for potential acquisitions and Capital project.
Assess and report validity, feasibility, and impact (economic, environmental, etc.) of potential short and long-term capital improvement plans and acquisitions.
Regulatory and Permit Compliance:
Duties involve planning, preparing, and coordinating permitting, environmental reviews and compliance of all facilities and capital projects.
Ensure facilities adhere to relevant environmental compliance laws, regulations, and permit requirements.
Ensures that all necessary permits and regulatory requirements are obtained and adhered to during the construction process.
Identify opportunities for process improvement in compliance-related activities and implement best practices to enhance efficiency.
Serves as the Western States representative with city departments and other outside agencies.
Risk Assessment:
Conduct Project and Facility risk assessments related to compliance issues, identifying potential risks and implementing preventive measures.
Coordinate internal facility audits to assess environmental impact, compliance, and waste management procedures.
Prepare documentation, based on audit, and present in a clear and easily understood way.
Collaborate with operations, safety, and facilities teams to implement corrective actions based on audit findings.
The position supports sustainability, biodiverse facility design, energy usage, conservation, and other special projects.
KNOWLEDGE SKILLS AND ABILITIES:
Proficient in the use of Microsoft computer products
Proven skills in written and verbal communications, planning, organizing, negotiation, listening, leadership and interpersonal relationship building.
Ability to read and understand engineered plans and specifications, review SDS sheets and material submittals.
Ability to negotiate effectively with management to understand, accept and implement recommendations.
Demonstrates desire to learn our business as a heavy equipment dealer.
Ability to change, adapt and innovate with a fast-changing business environment.
Be a team player and work/communicate across and with finance and operations departments.
Demonstrates initiative, with the capability and confidence to make on the spot decisions.
Knowledge of financial reporting, budgeting, and forecasting methods
Ability to work with minimal supervision.
Consistent attendance.
EDUCATION AND EXPERIENCE:
Bachelor's degree in civil or environmental engineering or related field required, Engineer-In-Training (EIT) Certification preferred.
Minimum of 5 years' experience in relevant environmental compliance laws, regulations, and permits required.
Minimum of 3 years' experience with ERP accounting and project software required, Procore experience, preferred.
Valid Drivers License and acceptable driving record required.
Must be able to communicate (speak, read, comprehend, write in English).
PHYSICAL CHARACTERISTICS:
Must be able to sit for long periods of time along with walking, standing, climbing stairs, reaching pushing, pulling, leaning and twisting.
Must be able to meet all safety requirements for applicable safety policies.
Must be able to travel to facility/project sites as necessary to execute duties and responsibilities.
