Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.Positions in the Civil Rights Specialist series perform work in supervising, planning, developing, coordinating, monitoring, implementing, evaluating and/or maintaining a civil rights program in accordance with federal and State rules and regulations pertaining to the Civil Rights Act of 1964 and related laws in areas such as the Americans with Disabilities Act (ADA), Title VI, Disadvantaged Business Enterprise (DBE) and Equal Employment Opportunity (EEO).
Program activities include developing and implementing policies, rules and procedures and overseeing activities to ensure non-discrimination/equal opportunities in departmental programs and/or to assure continuation of federal aid for departmental programs.
The Civil Rights Specialist V levelserves as thedepartment's principal subject matter specialist and advisor for one or more department-wide civil rights programs; and/or is predominantly responsible for performing the most difficult and complex program development and evaluation activities for one or more department-wide civil rights programs;and performs other related duties as assigned.
Such work involves performing extensive and intensive work in developing, implementing, monitoring and evaluating one or more of the department's civil rights programs; developing policies and procedures, and coordinating department efforts to ensure compliance with civil rights laws, rules, regulations and requirements, and resolving the most complex civil rights issues.
A position in this class is delegated considerable independence in solving problems and dealing with officials of various agencies.
The work requires frequent dealings with major, unprecedented and controversial matters involving difficult and complex administrative and technical problems requiring the identification of problem areas and development and recommendation of strategies, policies and solutions.
May supervise the work of one or more lower level civil rights specialists.To qualify, you must meet all of the following requirements:
Bachelor's degree from an accredited four-year college or university.
General Experience:
One and one-half (1-1/2) years of progressively responsible professional or other responsible analytical work experience which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems; and identifying, evaluating and analyzing issues involved and understanding and applying various statutory provisions, rules or regulations to determine and recommend appropriate courses of action.
Such experience MUST have demonstrated the ability to elicit information orally and in writing, apply problem solving methods and techniques and prepare clear and concise written reports of findings and recommendations for action; and establish and maintain effective working relationships.
Specialized Experience:
Two (2) years of progressively responsible professional work experience which involved responsibility for ensuring an agency's compliance with civil rights requirements in one or more areas (e.g., Americans with Disabilities Act, Disadvantaged Business Enterprises, Title VI, Equal Employment Opportunity); developing, implementing and coordinating a program/activities to ensure compliance with civil rights requirements; monitoring and evaluating program effectiveness and recommending improvements, e.g., new and revised programs, policies, procedures, and laws; investigating and participating in the resolution of civil rights complaints and charges; and advising agency personnel and others on civil rights laws and regulations and court rulings relative to interpretations and program implications.Driver's License:

Legal Authorization to Work:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
