Summary

Summary
The County Engineer is responsible for planning, coordinating, directing, and improving the Macon-Bibb County Engineering Department and its mission.
Essential Duties and Responsibilities
- Plans, organizes, and directs all activities and operations of the Engineering Departments ensuring compliance with local and state codes.
- Manages the day-to-day operations of the department; interviews, hires, trains, assigns, supervises, and disciplines personnel.
- Consults with developers and planning agencies; performs engineering review process for development plans and plats for all development county-wide.
- Reports to the Engineering Committee and to the Board of Commissioners on various matters regarding development, transportation, and other related matters.
- Oversees and prepares departmental annual and operating budgets to ensure maintenance of records reflective of expenditures, financial operational reports, and analyses reflecting progress, adverse trends; and evaluates current and prospective services and makes appropriate recommendation.
- Monitors current budget expenditures including staffing, vendor technical support, and outsourcing requirements while meeting and exceeding budget forecasts.
- Participates in and supervises the assessing of property for road construction and other improvements, the preparation of proposals and specifications and contract documents relating to assessments for road, bridge, and other construction projects.
- Plans, prioritizes, coordinates, and evaluates the work of department personnel; coordinates the work of vendors and contracts staff.
- Meets with the general public to discuss information dealing with a wide variety of engineering matters.
- Consults with and advises Assistant County Manager, County Manger, and Board of Commissioners regarding engineering problems and issues.
- Performs needs and cost analysis; recommends solutions and projects.

- Knowledge of nationally-accepted standards for land development regulations.
- Knowledge of applicable laws and regulations.
- Knowledge of local codes and ordinances.
- Knowledge of the principles and theories of land surveying.
- Knowledge of accounting practices.
- Knowledge of drafting and surveying instruments.
- Skill in performing mathematical computations and applying standard engineering techniques in the design and construction of public works projects.
- Ability to work effectively with a wide range of constituencies in a community that is both demographically and technologically diverse.
- Ability to evaluate engineering operations and projects; oversee their installation and implementation; and interpret findings for practical use by law enforcement, legal counsel, and senior management as applicable.
- Ability to work effectively with members of all levels within the organization.
- Ability to show good judgment, consistency, timeliness, and respect in decision-making.
