HBCU Public Service Program: Program Support Specialist (DOB)
Introduction to the Agency:
The Department of Buildings (DOB) is responsible for regulating construction activity in the District of Columbia. The agency operates a consolidated permit operations division, reviews all construction documents to ensure compliance with building codes and zoning regulations, and has inspection and oversight authority, through which construction activity, building systems, and rental housing establishments are inspected, with violations cited and, if necessary, abatement pursued within the limits of the law.
The mission of DOB is to protect the safety of residents, businesses, and visitors and advance the development of the built environment through permitting, inspections, and code enforcement.
The Role:
As a Program Support Specialist, you will provide administrative and logistical support to various programs and initiatives aimed at ensuring the safety, compliance, and efficiency of building-related activities. This role involves coordinating tasks, maintaining records, and facilitating communication to contribute to the success of departmental programs.
The main responsibilities of the Program Support Specialist are as follows:
• Provide administrative assistance to program managers and teams.
• Schedule meetings, maintain calendars, and coordinate logistical arrangements.
• Ensure accuracy and completeness of documentation for compliance purposes.
• Serve as a liaison between program managers, departmental staff, and external stakeholders.
• Facilitate effective communication through emails, phone calls, and written correspondence.
• Assist in budget monitoring and financial record-keeping for program activities.
• Assist in the development of promotional materials and online content.
• Provide technical support for program-related systems and applications.
Qualifications and Relevant Experience:
To participate in the HBCU Public Service Program, you must have the following eligibility requirements:
• Graduate from either Howard University or the University of the District of Columbia with a bachelor's degree in either December 2023 or May 2024.
• Commit to being a resident of the District of Columbia for two years upon being hired.
The ideal candidate will have the following skills and experiences:
• Ability to effectively communicate with others both orally and in writing to formulate and present report conclusions, explain and interpret factual information and ensure cohesive and cooperative efforts.
• Proficient in using office productivity software (e.g., Microsoft Office Suite).
• Ability to work independently and collaboratively in a team environment.
Relevant coursework & internship experience:
• Any courses in Business Administration, Public Administration, or a related field.
• Any internship experience in administrative support roles, preferably in a government or regulatory environment.

Working Conditions and Environment:
• The work schedule is 4 days per week at the office to encourage interaction with team members, and you may work remotely one day per week.
• Work hours are somewhat flexible, but it is expected that you will work 40 hours per week, such as 9am - 5:30pm if you take a half hour for lunch.
• There is no requirement to own or drive a vehicle.

Paid Time Off:
District Government employees earn 4 hours of paid leave each pay period (every two weeks) until they have 3 years of service, at which point they begin accruing 6 hours of paid leave per pay period.
The District provides employees paid leave on 12 annual holidays per year.
Salary:
Apprentices will earn an annual salary of $65,285 during their first year of employment. After successful completion of the 1-year apprenticeship program and contingent upon funding availability, the apprentice will become a regular employee earning $69,481.
