Overview:
This position is for a Contract Analyst to perform contract & subcontract administration of various classified contract types within various sectors of the business to include engineering services and design. The successful candidate will review Government Requests for Proposal, Statements of Work, and contract Terms and Conditions. Contract Analyst work includes all contract administration functions such as proposal preparation, negotiation, contract reporting and contract change management through contract closeout.
The position requires the ability to work independently while in close coordination with various Electric Boat departments to include but not limited to Cost Estimating, Materials Management, Finance and Legal Departments. This position requires work to be performed on-site in closed areas, so flexible work arrangements/teleworking opportunities will be very limited.
Key Responsibilities
Submittal, negotiation, certification and adjudication of proposals
Develop proposal assumptions, conditions and revisions to contract language
Prepare documents that detail disclosures and negotiations
Maintain compliance with company procedures, policies, the Federal Acquisition Regulations (FAR), Cost Accounting Standards and other regulatory requirements
Effectively communicate with customers and internal stakeholders to ensure contract and subcontract actions are complete
Resolve contract issues and monitor contract incentives and milestones
Respond to requests for guidance and assistance from various functional departments and perform special projects to support EB business goals
Some business travel may be required
Qualifications:
Required:
Bachelor's Degree or 4+ years of contract or subcontract administration experience will be considered in lieu of a degree
In addition to obtaining/maintaining a Top Secret level security clearance, a single source background investigation 'SSBI,' as well as passing a Counter-Intelligence Polygraph, are required.
Preferred:
2+ years of experience administering and negotiating a variety of contracts and subcontract types including Cost Reimbursement with incentives, and Firm Fixed Price.
Knowledge of and experience with FAR, DFARS and other applicable U.S. laws and regulations
Active Secret/TS/SSBI Security Clearance
Skills:
Demonstrated effective verbal, written and interpersonal skills
Strong financial analysis & organizational skills
Proficiency in Microsoft Office with emphasis on Excel
Effective at meeting responsibilities in a highly interactive team environment, ability to multi-task and produce high-quality work on multiple priorities with attention to detail
Ability to recognize, interpret and apply applicable regulations to resolve complex issues
Physical Qualifications:
Climbing, Color Vision, Kneeling, Light Lifting, Medium Lifting, Pulling, Pushing, Reaching, Stooping, Twisting
