WHAT IS THE INFORMATION TECHNOLOGY (IT) DIVISION?

The following are the duties of this position at the full working level.
* Provides direction for monitoring all program phases to integrate existing and future systems into new business systems, including identifying, acquiring, and allocating resources; ensuring timely delivery; staying within budget constraints and effectively evaluating projects and programs.
* Formulates short and long-range program policies, strategies, and objectives for the implementation of assigned program areas.
* Establishes wide-spread program objectives and methods to ensure the tax administration business mission, goals, and objectives of the IRS and Treasury are met.
* Establishes internal operational and technical standards, procedures, practices, and controls for business systems. Assesses external regulations that impact the business units and map them to IT-supported functions and systems.
* Designs and develops programs, systems, and strategies based on trend analysis and other relevant data. Responsible for internal organizational resource planning, direction, and allocation.

* Telework Eligible Positions: Telework eligible positions do not guarantee telework. * Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
* Undergo a review of prior performance/conduct and an income tax verification. If you are not in compliance, you will be determined unsuitable for employment with IRS.
* Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
* Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
* Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement OR time of referral:
BASIC REQUIREMENTS: You must have information technology (IT) related experience that demonstrates proficiency in the following four (4) competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.
SPECIALIZED EXPERIENCE (SENIOR MANAGER): IR-01 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight. Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources)Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
