About the Office
The Office of Violence Prevention (OVP) is a division of the City of St. Louis created in July 2022 whose purpose is to act as a coordinating body for the City's efforts to create safe and healthy neighborhoods free of violence. The office works with community-based organizations, government bodies, and healthcare systems on a public health approach to addressing violence. OVP coordinates partners and provides strategic direction and oversight for various citywide Community Violence Intervention (CVI) initiatives, including but not limited to the following:
1. Violence Interruption programs that utilize credible messengers to prevent and disrupt cycles of violence and retaliation in communities.
2. Crisis Response programs that promote the early diversion of individuals in crisis or who are seeking crisis support using an in person and targeted outreach. The goal is to prioritize the use of non-law enforcement responses and interventions when appropriate to address the social, health, and mental health needs of individuals and communities.
3. Supportive Re-entry programs that support individuals who are returning to the community from incarceration with what they need to lead successful lives and avoid reincarceration. They assist individuals in identifying their goals tailored to their specific needs and interests while incarcerated, or soon after incarceration, and work with them to make progress on those goals.
4. Youth Diversion programs that prevent deeper involvement of youth in violence and the juvenile justice system through coordinated interventions that help them transition back to school and community after arrest or confinement. Programs use restorative justice or other approaches that promote accountability and healing between young people and the victim or community.
About the Role
The Program Manager II oversee a diverse portfolio of programs funded by the Office of Violence Prevention (OVP). They are responsible for planning and implementing department projects, programs or significant initiatives as well as supervising subordinate staff. Duties include developing goals and objectives for contracted providers, ensuring providers are meeting community needs; directing the implementation of operational plans and recommending new policies and procedures to respond to program needs; and supervising Client Service Coordinator staff in achieving unit goals.
Minimum Qualifications
• Bachelor's degree in Social Work, Criminal Justice Administration, Public Administration, Management, Business Administration or a closely related field; plus four years of social service program administration or management.
• Master's degree is highly preferred.
Key Responsibilities
• Develop and recommend new rules, policies, and procedures to improve the effectiveness of operations and programs.
• Assess program performance to ensure quality of service. This includes conducting site visits.
• Plan, organize, assign, direct, review, and evaluate the work activities of subordinate staff to realize the OVP's goals.
• Supervise and establish work priorities for Client Service Coordinator staff.
• Represent OVP at meetings and events.
• Convene and facilitate community meetings and meetings with contracted providers.
• Assist in developing grant proposals.
• Support public reporting and program evaluation efforts, as needed.
• Perform other duties as assigned.

• A self-starter who can complete tasks and drive performance with minimal oversight.
• Knowledge of data analysis, reporting and budgeting.
• Strong leadership and problem-solving skills
• Ability to multitask and work in a fast-paced environment
• Excellent communication and interpersonal skills.
• Experience with Salesforce
• Strong time management skills.
• Experience with Microsoft Office and Google Workspace suites (including Gmail, Drive, and Sheets) is preferred.
Salary Range: $58,214 - $101,738
