About Our Opportunity
Reporting to the Executive Director of the Geoscience and Mines Branch, the Director, Mineral Management Division is accountable for strategic planning, direction, and administration of provincial legislation, regulations, policies and programs related to the development of the province's mineral resources in accordance with the Mineral Resources Act and Regulations and supports the achievement of the Department's strategic and operational goals. The Director provides leadership and planning, develops and implements programs and policies, and provides advice and information regarding all aspects of the mining industry to government, the public, the mineral industry, other stakeholders, the Mi'kmaq of Nova Scotia, non-governmental organizations and communities of interest.
Primary Accountabilities
The Director of Mineral Management is responsible for:
Providing advice and recommendations to the Executive Director and/or Minister as requested on issues related to mining, mineral tenure, interpretation of the Mineral Resources Act, contaminated sites remediation and mining-related regulatory processes in Nova Scotia.
Leading and managing the implementation of regulatory requirements, and directs the activity of the Registry of Mineral and Petroleum Titles, ensuring that mining land use activities are properly regulated and monitored.
Effectively leading a team while maintaining effective internal communications, monitoring of revenues and expenditures, and accurately forecasting and reporting budget requirements.
Leading and directing the review and development of legislation, regulations, policies, goals, and strategies related to mineral resourced and their operational, financial, and economic development implications.
Developing and maintaining relationships with other government and mining industry partners to encourage the use of best practices in mineral exploration and mining.
Qualifications and Experience
To be the successful candidate, you must hold a bachelor's or graduate degree in Engineering or Science in one of the following disciplines: mining (preferred), geotechnical, geological, metallurgical, civil, or geoscience. The successful candidate must also be eligible for registration with Engineers of Nova Scotia or the Association of Professional Geoscientists of Nova Scotia.
You must have extensive experience in mining industry operations, a government organization responsible for administration or regulation of the mining industry, or a mining-related organization. You must be familiar with Nova Scotia's and Canada's mineral industries, the role of public policy and regulatory issues in public service resource management, current trends and issues in mining, minerals engineering and geoscience, and the role of government in administration of minerals programs in a societal context.
The successful candidate must have progressive experience in the management of human and financial resources, and have demonstrated leadership skills, with the ability to develop and mobilize a team.
We will assess the above qualifications and capabilities using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.
