The First Nation Land Management Resource Centre (RC) is embarking on a multi-year, multi-million-dollar national project to establish and operate a First Nations run, independent, non-profit, incorporated organization focused on delivering land registry services to First Nations in Canada.

We are currently seeking a motivated and qualified individual to fill the role of Senior Registration Officer to support the development and ongoing operations associated with the First Nation Land Governance Registry.

Location: Remote, within Canada, to be determined based on the successful candidate.

Please note: The RC is posting this position on behalf of the First Nation Land Governance Registry which is being developed by the RC and its partners. Once operational, it is expected that these positions will transfer to the First Nation Land Governance Registry as an independent not for profit corporation. Accordingly, employment with the RC will be temporary and end once the First Nation Land Governance Registry is operational. Employees who are successful in such positions will eventually become employees of the First Nation Land Governance Registry (FNLGR).

ABOUT THE RESOURCE CENTRE

As part of the Framework Agreement on First Nation Land Management (Framework Agreement), the Lands Advisory Board (LAB) and the First Nations Land Management Resource Centre (FNLMRC) provide political and technical support to developmental and operational First Nations. The developmental process under the Framework Agreement consists of a series of activities including the drafting of community land codes, implementing communication strategies and community voting procedures, as well as finalizing Individual Agreements with Canada. Once a First Nation ratifies its Land Code and becomes operational, the LAB and FNLMRC provide various support services such as training, assisting/advising with drafting land laws, rules, procedures, agreements, instruments, as well as implementing land governance systems and facilitating agreements and other arrangements with municipal, provincial, federal or First Nation governments.

ABOUT THE POSITION

Reporting to the Registrar, First Nation Land Governance Registry (FNLGR), and in collaboration with RC & LTSA staff, the Senior Registration Officer will support current Framework Agreement First Nations with the transition to the FNLGR. Once the FNLGR is operational, the Senior Registration Officer will provide day to day registration support to existing and future Framework Agreement signatory First Nations.

The key responsibilities outlined below are reflective of the duties and responsibilities required by this position for the duration of employment with the RC. The key responsibilities may be revised or updated once the position transfers to the First Nation Land Governance Registry at the Employer's discretion.

The following is an overview of the key responsibilities for this position but may not be all-inclusive.

FNLGR setup:

  • Supports the RC and First Nations land staff with the transition from the current federal registry system to the FNLGR.
  • Collaborate with RC & LTSA staff to identify and resolve issues experienced by the FNLGR users during the transition period.

Post FNLGR creation and ongoing:

  • Supports the RC, as needed, with the delivery of training to First Nation lands staff on the processing of registrations in the FNLGR.
  • Delivers FNLGR training to internal staff, which may sometimes be done in partnership with the RC.
  • Ensures that entries in the FNLGR are accurately submitted, approved, and registered for future access in accordance with established FNLGR policies and procedures.
  • Providing the public with information related to FNLGR registrations when required and where appropriate.
  • Monitor registration processes to identify and make recommendations for improvement to senior management and the FNLGR Board of Directors.
  • May provide input into policy documents, amendments and FNLGR training resources.
  • May develop reports and other resource material for internal and external stakeholders.
  • May supervise junior registration staff which may include assigning work, employee performance management, approving travel, leave and timecard approval and other administrative duties as may be required.
  • Performs other duties as required.

ESSENTIAL REQUIREMENTS

  • Post-secondary education in a relevant field such as business administration or project management.
  • Experience working with First Nations.
  • Experience working in relation to land management, preferably on land registrations.
  • Experience in service delivery or other client support services.
  • Experience in applying legislation, policies, and associated standards.
  • Knowledge of land registration systems and procedures.
  • Knowledge of data governance including privacy protection and security of information.
  • Knowledge of First Nation governance and legislation.
  • Familiarity with Indigenous culture.
  • Excellent service delivery skills.
  • Excellent written and verbal communication skills, including presentation delivery and public speaking.
  • Excellent organizational and time management skills.
  • Excellent research, analytical and problem-solving skills.
  • Excellent decision-making skills.
  • Excellent leadership skills.
  • Proficiency using a variety of software including MS Office programs and applications, adobe, and virtual meeting platforms.
  • Ability to work independently and as part of a team.
  • Ability to develop and maintain effective working relationships (internal and external).
  • Ability to work proactively with little supervision.
  • Ability to remain flexible and adaptive to a frequently changing environment.
  • Ability to maintain confidentiality and use diplomacy and tact in dealing with confidential and sensitive matters.
  • Close attention to detail and a high level of accuracy
  • Good judgment.

ASSETS

OTHER

  • Must be willing to travel occasionally.
  • Candidates must possess a valid Driver's License and access to a reliable personal vehicle.
  • Candidate must work from a home office environment and be centrally located to facilitate travel.

PREFERENCE

Due to the amount of work with First Nation communities, preference may be given to candidates with Indigenous ancestry.
