Brief Description of Duties

The primary purpose of the Director, Project Management is to lead, oversee and ensure the successful delivery and management of single or multiple projects within scope, quality, time, and cost constraints that may be clearly defined or may require dynamic change management.

The incumbent works with many levels of executives and staff across the University to lead project efforts based on industry (PMI) best practices; works as the single point of contact for facilitation and communication of project goals, deliverables, and schedules; and works in collaboration with vendors to ensure deliverables are met in a timely and cost-effective manner.
While the Director, Project Management may or may not be the direct supervisor of staff assigned to projects, he or she is responsible for the effective management and direction of those staff when their time is allocated to a project under the director's supervision.

The incumbent works under the direct supervision of the Associate Vice President of Information Technology with general oversight provided by the Vice President of Information Technology.
In addition, the Incumbent works closely with other Directors and staff in the ISM department, as well as other leaders throughout the University, to advance program goals and achieve strategic outcomes.

Essential Duties and Responsibilities

• Identify and schedule project deliverables, milestones, and required activities and tasks.
  
• Provide leadership and motivation to project team members throughout the project life cycle and confer with project staff to outline work plan.
  
• Act as a coach to team members, executives and others who need assistance and advice regarding project management practices.
  
• Establish a work plan and staffing for project activities, iterations or phases, and arrange for assignment of project personnel.
  
• Review project proposals or plans to determine time frame, funding limitations, procedures for accomplishing projects, staffing requirements and allotment of available departmental resources to various project phases.
  
• Analyze project proposals to determine time frame, funding limitations and appropriate process for accomplishing projects.
  
• Review work plan of external service provider or consultancy contracted to execute project.
  
• Implement project communication plan.
  Ensure that project status, issues and successes are communicated to project team, stakeholders, sponsors, steering committee, and all levels of management and documented appropriately.
  
• Conduct risk assessment and mitigation.
  
• Monitor project activities, ensuring the currency, quality and integrity of the information, while providing consistency in content.
  
• Ensure that project goals are accomplished and in line with business objectives.
  Resolve or assist in the resolution of conflicts within and between projects or functional areas
• Direct and coordinate activities of project personnel to ensure project progresses on schedule and within budget.
  
• Review status reports prepared by project personnel and modify schedules or plans as required.
  Pro-actively engages present and future stakeholders in design, priority setting, and implementation.
  
• Establish standards and procedures for project reporting and documentation.
  Facilitate the definition and documentation of project missions, goals, tasks, and resource requirements.
  
• Continuously benchmark project management performance to identify improvements and achieve higher capability maturity in project and portfolio management.
  
• Coordinate meetings with vendors and project team resources
• Facilitate and maintain relationships between ISM and vendors/partners, negotiating contracts, creating standards for the vendors, and finding the best available vendors.
  Hold overall responsibility for the ISM procurement process from the initial requisition to invoice payment.
  

Minimum Job Requirements

• Bachelors' Degree in Computer Science or related field and/or commensurate experience working in similar positions
• At least 10 years of progressively responsible IT experience combining IT service management delivery, solutions implementation, project management, operations management, team leadership, with sensitivity and commitment to business problem solving
• Five years successfully managing complex and risky projects
• Demonstrated experience in leading diverse teams
• Project Management Professional (PMP)
