Are you an experienced Aviation Program Engineer looking to join a great team?

You will have the opportunity to lead the planning, programming and execution of North Carolina's Strategic Transportation Investments program, State Airport Aid, and FAA Block Grant Programs. In this role, you will create and maintain multi-year programs for airport improvement projects that are funded from multiple sources.

You will be a trusted adviser providing specialized engineering assistance and guidance to the Division of Aviation Airport Development staff and other state and local agencies on project implementation.

You may conduct airport safety and records inspections, investigate sponsor and program compliance concerns, represent the Division of Aviation at local, state, and federal public meetings and hearings, and provide specialized research, analysis, and reports on relevant topics.

What You Bring

Technical expertise managing complex aviation projects to ensure compliance, compatibility with statewide aviation system plans, and compliance with state and FAA engineering principles, design, and construction standards.

Strong skills applying engineering concepts to solve complex problems.

Experience leading and working as a successful team contributor.

Excellent customer service skills in problem solving of complex engineering concepts with the ability to successfully communicate these complexities to a wide variety of audiences.

Computer and software skills in Microsoft Office, SAP, CAD, Microsoft Project/Scheduling, and GIS.

Additional Expectations

You must have:

A thorough working knowledge of principals and practice of civil engineering as they apply to aviation and transportation planning.

Considerable knowledge of NCDOT's internal organizational structure, mission and objectives, department budgeting requirements, and legal and public relations considerations related to aviation.

The ability to research issues with both technical and regulatory complexity and to provide recommendations for resolution to airport owners and Division staff.

Leadership to make recommendations and decisions requiring specialized engineering/aviation knowledge, and the ability to collaborate with others to find solutions to controversial or sensitive matters.

The ability to serve as an aviation technical expert and resource at all levels of local government customers, to the aviation consulting engineering community, and to NCDOT.

Excellent customer service, verbal and written communication skills including public speaking, technical writing, negotiation, and conflict resolution.

The ability to evaluate and recommend resource needs, consult with senior decision-makers, and to participate in the development of short-range division goals.

The leadership to establish, build support, and maintain excellent working relationships with local government managers and elected officials including Councils, Boards and Commissions, City and County Engineers and Planners, Economic Development Directors, private consulting engineering firms, other NCDOT units including Division and District Engineer offices and ROW staff, RPOs and MPOs.

Education and Experience

Bachelor's degree in engineering and 4 years of experience; or

An equivalent combination of education and experience.

Necessary Special Qualification:

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
